Essex Safer Speeds Strategy – Consultation

New strategy aims to help eliminate road deaths in Essex

Residents are being invited to help shape a new strategy which aims to eliminate road deaths and make Essex a safer place for everyone.

In 2025, 60 people lost their lives on the county’s roads – the highest number since 2016. Almost half of the deaths were related to speed.

Essex County Council has now launched a public consultation on the new draft Essex Safer Speeds Strategy.

The strategy has been developed with the Safer Essex Roads Partnership, including Essex Police. It will help introduce safer speeds across Essex, with recommended speed limits decided based on how different streets are used.

The strategy is designed to be flexible and there will not be a blanket approach. Speed limits will instead be decided on a case-by-case basis, where there is demand for change by local communities.

Find out more and have your say before the consultation closes on Sunday 26 April 2026.

For more information about the strategy and to take part in the consultation, please visit: https://consultations.essex.gov.uk/essex-highways/essex-safer-speeds-strategy

The unveiling of the newly renamed sign

On Thursday 11th May 2023, the Mayor of Chelmsford Cllr. Sue Dobson unveiled the newly renamed sign ‘The John Galley Memorial Ground’ in Boreham.

The Recreation Ground was renamed by Boreham Parish Council in tribute to the late Mayor John Galley, who sadly passed away in October 2022 after a period of illness. John Galley was regarded with huge fondness in Boreham, where he served as a Parish Councillor for more than 30 years and was first elected to represent the area as a Borough Councillor back in 2000.

The unveiling event was attended by John’s wife, Jackie, and his son and daughter.

A12 Widening -December 2021 Update

A12 Widening -December 2021 Update

National Highways have published (November 2021) supplementary proposals for the A12 widening which contains their response to the earlier Public Consultation of June 2021. Comments must be received before mid-night, next Sunday the 19th of December.  Given the timing, the practical way to view the proposals now, is on-line  at: www.nationalhighways.co.uk/A12

Regrettably, our responses to the earlier consultation exercise have been rejected other than a proposed new speed limit for Main Road / B1137; we assume “new” means “reduced”.

The strategic aim of A12 widening is to take “long distance traffic off the local roads and put it back on the A12 where it belongs”. We totally support this aim. However, National Highways have not explained how achieving this aim results in estimated, massive increases in traffic for Boreham:

The am peak traffic on Main Road is estimated to increase by 34% but this is now shown as  with a the qualification of “Main Road, west of Boreham”.  An explanation for the introduction of this qualification would have been useful.

National Highways’ did not publish that the June 2021 proposals would increase am peak traffic on Plantation Road by 50%.  No data is available for November proposals.

Our response to the November proposals will:

Welcome the new speed limits, assuming these are reductions.

State keeping Junction 20a open would certainly reduce the huge increases in traffic in Boreham.

State the traffic increases are totally unacceptable.

Only someone who has never turned into or from Plantation Road could propose a scheme that increases Main Road traffic by 34% and Plantation Road by 50%. Neither can they have envisaged the impact on Church Road when Plantation Road is jammed.

Record that once again, neither drop-in events nor explanatory booklets have been provided in Boreham. By contrast drop-in events have been held in Hatfield Peverel, Messing and Witham; Booklets are available from such diverse locations as Hatfield Peverel library, The Old Crown in Messing, Oak Stores in Rivenhall and St Mary’s Church in Easthorpe. It is easy to communicate good news. Bad news, as is the case for Boreham, seems to be difficult to communicate. Accordingly, we will request National Highways to organise a public meeting in Boreham and invite our elected representatives, from Parish Councillor to Member of Parliament. Given their estimated impact upon Boreham, frankly, it’s the least they should do.

We ask that you support our objections and reiterate your own concerns – no later than Sunday 19th December 2021 – by responding using one of the following methods:

On-line via the Response Form at nationalhighways.co.uk/A12 https://highwaysengland.citizenspace.com/he/a12chelmsford-to-a120-widening-consultation-nov21/consultation/intro/

Community Governance Review

“Please find below a further update in relation to the Community Governance Review.

The proposed draft recommendations were approved by Full Council on 22nd September for further consultation.  The further consultation period is open until Tuesday 30th November 2021 and responses can be provided through the Council’s website in the community governance review area or using the link below:-

https://www.chelmsford.gov.uk/cgr

Of course, the draft recommendations are not final decisions and the Council welcomes and encourages as many residents, interested parties and public bodies as possible to provide their views and feedback through the consultation process.

The website has details of all draft recommendations and online forms by area. Each online form is tailored to the draft recommendations for each particular area. However, all the website forms also have a final question where anyone who wishes to respond to draft recommendations in further areas can provide details rather than completing a further separate form.   They will simply need to specify the area to which their comments relate.

It would be helpful if every parish/town council or parish meeting provides its formal view in relation to the draft recommendations through the  consultation process. Whilst we recognise this will not always be the case,  it would be helpful to do so even if this is to confirm that a parish agrees with the draft recommendation. Individual councillors (as well as residents and other organisations) can also provide their views if they wish.

We will shortly be providing bespoke leaflets or letters to households in particular areas where more substantial changes are being consulted upon (for example where changes to the parish boundary are proposed). Whilst not all households will receive a leaflet or letter they will be able to respond through the website in any event.

Whilst some responses will be fairly simple to complete we know this will not always be the case. Should you wish to respond in relation to boundary or other more complicated proposals it would be helpful if you provide as much detail as possible, including a map where necessary.  If this is the case for your parish response please feel free to email Electoral.Register@chelmsford.gov.uk with any maps or supplementary detail (making it clear if this links with an online response already provided). All consultation responses through the website or otherwise must be received on or before 30th November 2021 if those representations are to be considered in the review.

Next stages of the review are also set out on the website. This includes reporting to the Governance Committee which is scheduled to meet on 2/2/22 to consider final review recommendations and Full Council on 23/2/22 when a final decision will be made. All parishes are provided with agendas for these meetings and this will include publication of any consultation responses.

Volunteer Offers of Help

Volunteer Help

With the outbreak of the coronavirus, the Parish Council appreciate that there are members of the community who will need some additional help, particularly those in the most vulnerable groups that the Government have recommended introducing social distancing measures to reduce social interaction between people.

These include people aged 70 or older (regardless of medical conditions)

And those under 70 with an underlying health condition set out on the Government website (ie anyone instructed to get a flu jab as an adult each year on medical grounds) and those who are pregnant.

We have had a number of volunteers who have kindly come forward and offered to help.

Below is a list of the volunteers, contact numbers and their location in Boreham. If you are vulnerable and need help with shopping etc you can contact your local volunteers direct.

Please note, we have not carried out any checks on the volunteers although some have informed us that they are DBS checked. You should bear this in mind before contacting anyone and make sure that you ask for identification. Unless the volunteer is known to you do not hand over any money until after the goods have been delivered to you and ask for a receipt. Volunteers will not come into your home.

B1137 MAIN ROAD JUNCTION WITH CHURCH ROAD, BOREHAM – PROPOSED TRAFFIC CALMING SCHEME

For your information, these works are programmed to commence on site Monday 6th March 2017 and should last approximately 3 weeks.

Following the consultation carried out last year,  two new traffic islands are being installed, one either side of Church Road to reduce speeds. The traffic lanes will be much narrow than at some of the islands in Boreham so should help to reduce speeds. New build-outs at the west end of the village (creating a chicane with one of islands) will be installed, upgrading the village gateway signing at both ends of the village.  Two new warning signs for Waltham Road will be installed and worn out damaged speed limit repeater signs will be installed throughout.

If you have any queries or hear of any problems in the next few weeks please use Simon Stubbings as first point of contact. Letters will be delivered to all residents and business up to Dudley Close tomorrow advising them either speak to our contractor on site or to contact the main Essex County Council phone number should they have any problems.

Land East Of Plantation Road Boreham Chelmsford Essex Ref. No: 15/01873/OUT

It has been announced that the Gladman Appeal has been upheld, which means we have lost our case on a matter of technicalities.  This is extremely disappointing as we will get no benefit from this development, just more traffic on our already over burdened road network. It also means in the future, children from our Primary School will have to be transported by bus to other schools as there is not the capacity to take all the extra pupils this decision will bring. We have all fought long and hard against this development, and I would like to thank everyone for all their help and support in fighting our case. This is a sad day for Boreham and a defeat for common sense.

Chairman, Boreham Parish Council

BOREHAM COMMUNITY SPEEDWATCH – NO EXCUSE

The Parish Council has purchased some self-adhesive vinyl stickers for wheelie bins for use in Plantation Road and Church Road in an effort to encourage vehicles to slow down. Neighbourhood Plan Meeting 5.10.16

Boreham Neighbourhood Plan Meeting
Wednesday 5th October at 7.30pm
St Andrews Church, Church Road, Boreham

As you may have read in the latest edition of the Village News, Boreham Parish Council has decided to explore the possibility of developing a Neighbourhood Plan for our village. This will set out policies on the development and use of land in this area, and will become part of the local authority development plan – against which all planning applications will be judged.
As a parishioner of Boreham, you can play an important part in the life of the village, and we would like to invite you to an introductory meeting about the Neighbourhood Plan on

Wednesday 5th October at 7.30pm at St Andrews Church, Church Road, Boreham

We will be joined by Sarah Sapsford from the Rural Communities Council of Essex who will take us through what is involved in producing a Neighbourhood Plan.

This meeting will also offer the opportunity for people to express an interest in being part of the Working Group that will be established to oversee the plan’s production, or one of the sub-groups that will look more closely at (for example) the housing, infrastructure, environmental and economic needs of the village.

Please do get in touch if you have any questions.

With best wishes
John Galley
Chairman, Boreham Parish Council

Butler Trust Applications For University Students and School Children

PLEASE NOTE THE PARISH COUNCIL DO NOT ADMINISTER THE BUTLER TRUST, PLEASE CONTACT TRUSTEES FOR INFORMATION

Applications are welcomed from parents/guardians of children living in Little Baddow or Boreham who are at Primary or Secondary School, or from students in full-time higher or further education whose parents still live in these villages. Whilst everyone is welcome to apply, we particularly encourage applications from those on lower incomes.

History of The Butler Foundation

The Butler Charity School was founded under the will of Edmund Butler, a non-conformist, in 1717, who left land in trust for educating and providing clothes for poor boys and girls living in Little Baddow and Boreham.

During the nineteenth century the Trust paid for the Little Baddow children to be taught alongside those at the British School, set up by the Congregational chapel. The school building later became the original Memorial Hall.

The first Board of Education scheme for the Butler Educational Foundation was dated 20th October 1909. there were to be nine trustees, two appointed by Essex county Council, two by Boreham Parish Council, two by Little Baddow parish Council and three co-opted.

The Butler Trust has incorporated various changes over the years to reflect the educational needs of young people. In 1985 trustees addressed the changing situation of Further Education. Increasing numbers of young people were going on to university and college. Students were over the age of eighteen, technically adults, and receiving their education away from home. It was agreed that, as long as these students had parents living in Little Baddow and Boreham, they were entitled to apply for grants from the Trust in their own right.

The Essex Community Foundation have taken on the management The Butler Foundation and can now accept applications throughout the year.

This fund supports young people (up to age 25) for educational purposes in Little Baddow and Boreham.

We welcome any comments or suggestions on how it can be improved or items or articles you would like to see.

Cut through from St. Andrews Road to the Recreation Ground

Parishioners are reminded that this cut through is not an official footpath. The land was owned by D.H. Moody, the company that built the nearby houses and then went into liquidation in the 1980s. The Parish Council has been informed that the ownership of this land is now vested in the Crown.
